Marcine Anderson

Hon. Marcine Anderson (Ret.) is a nationally respected judicial leader recognized for strengthening trial courts, developing judicial talent, and preparing aspiring judges for successful service on the bench. Drawing on decades of experience as a prosecutor, trial judge, court leader, educator, coach, and mentor, she helps courts build high-performing teams, cultivate effective judicial leadership, and foster organizational cultures rooted in fairness, professionalism, and public trust.

Judge Anderson is Co-Founder and Chief Financial Officer of Judicial Pathways and Leadership Strategies (JPALS), where she advises courts, judicial leaders, justice organizations, and judicial aspirants on leadership development, strategic planning, organizational effectiveness, court culture, professional growth, and pathways to the bench. She is particularly known for helping courts improve collaboration, strengthen institutional resilience, and prepare both current and future judicial leaders to serve with confidence, integrity, and sound judgment.

Judge Anderson served for thirteen years on the King County District Court in Washington after her unanimous appointment by the Metropolitan King County Council in 2010. She was the first woman and the first Asian American to serve as a district court judge in the Shoreline Division and earned a reputation for fairness, thoughtful decision-making, and administrative excellence. She also served multiple terms as Presiding Judge of the Court's West Division, leading court operations through periods of significant organizational change.

Before joining the bench, Judge Anderson served as a Senior Deputy Prosecuting Attorney for King County, where she practiced in both criminal and civil matters, including technology law, telecommunications, software licensing, and cable regulation. Earlier in her career, she served with the Massachusetts Bay Transportation Authority and clerked for the Honorable Joyce London Alexander of the United States District Court for the District of Massachusetts.

Judge Anderson has remained deeply engaged in judicial education, leadership development, and the advancement of judicial aspirants. She serves on the faculty of the National Judicial College and is the Faculty Lead for the College's Judicial Academy for Aspiring Judges, where she helps lawyers and judicial officers assess their readiness for the bench, strengthen the skills required for judicial service, and navigate the path to a judicial career. She is also an experienced judicial coach and mentor, working with both sitting judges and aspiring judges to develop leadership capacity, confidence, self-awareness, and sound decision-making.

Throughout her career, Judge Anderson has been an active leader within the Washington State Bar Association, the National Asian Pacific American Bar Association Judicial Council, the William L. Dwyer Inn of Court, and numerous civic and professional organizations dedicated to advancing judicial excellence, leadership, diversity, and access to justice. She has been recognized as Judge of the Year by the Asian Bar Association of Washington.

Judge Anderson earned a Bachelor of Arts and a Certificate in Ethnic Studies from the University of Oregon and a Juris Doctor from Suffolk University Law School. Her education, together with decades of judicial leadership, coaching, and mentoring, reflects a lifelong commitment to developing judges and strengthening the administration of justice.
